艺术品是社会文化的重要组成部分,艺术品贸易对于文化贸易的健康持续发展具有重要影响。在构建文化强国的过程中,扩大艺术品进口对提高我国艺术品市场的国际化水平具有战略意义。海关信息网数据显示,近十年我国艺术品进口规模急剧增长,由2004年的0.07亿美元增至2013年的7.71亿美元,年均增长率69.85%,其中2013年增速更是高达776.56%。
今年1-7月我国艺术品进口3.59亿美元,较上年同期增长69.63%,与近十年平均增速基本持平,但显著低于上年同期248.36%的增速水平。1-7月艺术品进口呈现以下特征:
(一)商品结构变化显著,绘画激增、雕塑品骤降
(二)艺术品进口来源高度集中,东盟居首,港台、大陆和瑞士增势突出
(三)艺术品进口的区域分布中,上海、湖南打破辽宁一股独大的局面
(四)海关特殊监管区域为主,加工贸易和一般贸易占比逐步扩大
(五)民营企业为艺术品进口主力
艺术品作为文化产品与其它一般进口商品相比具有一定特殊性,各国对艺术品贸易往往采取了与一般商品不同的贸易政策,与一般商品“鼓励出口、限制进口”的政策相反,多数国家对部分艺术品采取“鼓励进口、限制出口”的政策。2012年我国将三类艺术品进口关税由12%降至6%,推动当年进口规模增长,但与美国、英国、瑞士、香港等艺术品主要进口国的零关税相比,关税仍是掣肘我国艺术品进口规模的主要因素。
在国内艺术品需求不断释放的情况下,关税调整或将成为活跃国内艺术品市场,并带动艺术品金融、艺术品保险、艺术品咨询、艺术品评估、艺术品物流等新型服务业发展的重要举措。(中国进出口网整理编译)
Artwork is an important part of social culture, artwork trade has an important influence on the healthy and sustainable development of cultural trade. In the process of building a culture of powers, the expansion of imports of artwork can improve the level of internationalization of the art market, which has strategic significance. Customs Information Network data shows that artwork imports sharply increase in recent years, from 2004 $7 million increasingly to 2013 $771 million, with an average annual growth rate of 69.85%, in which 2013 growth rate is as high as 776.56% .
From January to July this year, China imported $359 million of artwork, which increased by 69.63% from a year earlier. The data was essentially flat with the average growth rate in recent years, but was significantly lower than the growth rate of 248.36% over the same period last year level. January-July imports of artworks show the following characteristics:
(A) significant changes in the commodity structure, painting surges sculpture dips
(B) The sources of artwork import were highly concentrated, ASEAN topped, Hong Kong and Taiwan, mainland China and Switzerland increased fast.
(C)Shanghai and Hunan were involved in the process of distribution of imports of artworks, before only Liaoning involved.
(D)customs supervision based, processing trade and general trade gradually expanded.
(E) private enterprises as the main import of artworks
Artwork, as a cultural product, is with a certain particularity compared with other general merchandise imports, countries often takes different trade policy for artwork trade, general merchandise policy is "encourage exports and restrict imports," on the contrary, most countries take "encourage imports, limiting exports" policy regarding part of artworks. In 2012 China decreased import tariffs on three types of artworks from 12% to 6%, promoting the growth of imports, but compared with zero tariffs in the United States, Britain, Switzerland, Hong Kong and other major importing countries of works of art, the tariff is still the main factor in constraints of our imported artwork.
In the case of releasing the domestic demand for artworks, tariff adjustments may become an important factor that animates domestic art market and promotes the artwork finance, artwork insurance, artwork consulting, artwork assessment, logistics and other new services development.
